This is a collection of files that were created by Russell Millsap when he was working as an attorney for the Yolo-Zamora and Dunnigan Water Districts in the 1970s and 1980s.

Robert Russell Millsap (1916-2013) was a descendant of pioneers who settled west of the town of Yolo in the 1850s. Russell was born on the family ranch in 1916, attended Woodland schools, and graduated from Woodland High School. After graduating from UC Berkeley with a degree in physics and getting married to Elizabeth Cunningham, he began an advanced degree in physics at the University of Wisconsin. His studies were interrupted by WWII and, upon his return from service, he changed careers and graduated from UC Hastings College of Law in 1948. He went on to practice law in Woodland for 40 years.
