Known in the trade as a "pup". According to retired Spreckels plant manager Quinlan, these fabric bags were very strong and sugar could not seep out. They were sold to the grocery market. After the bags were emptied, women would sew curtains and dresses from the larger sized bags. Fabric bags were commonly used until the mid-1940's. After that time sugar was packaged in paper bags except for special orders.
